turned computer on this morning got this screen as described above.....
then a few seconds later I got the regular desk top and have had no problems.
Ideas as to why it started up with that mac HD icon? Never seen that before... No start up problems in the past.

It appears when you press Option key while your computer is starting. It shows the bootable volumes so you can choose where you want to start the computer. If it doesn't happen next time you start the computer, don't worry about it
mmm, I just turned it on with the button on the back of the computer. do not recall having my hand anywhere near the keyboard.

I concur, it sounds like the Startup Manager. see > Startup Manager: How to select a startup volume
If you were not holding the Option key durring Startup, open your Keyboard Viewer and check to see if you have a sticky Option key.

Is this a potential fatal problem? possibly caused by other people using this computer and their various software or just a bug that happens sometimes?

No it's not fatal to the computer, but it does sound like the Option (Alt) key on your Keyboard was stuck on and/or is intermittently sticking on.
Go to the flag up on the right side of your Menu Bar and select Show Keyboard Viewer.
Then start testing some keys including the Option key and watch the Keyboard Viewer to see if any are stuck or sticking.
