I'm getting the same error after upgrading to 10.8.2 from Lion. Can't open the server.app no matter what I try. Anyone have any suggestions?

Launch "Keychain access", select system/keys and delete the localhost keys. Hurray!
I also had the problem as described by Terry Eleiott1.
I deleted the two local keys as mentioned by tabacaru. This solved the problem.

I deleted the servermgrd certificate in Keychain Access > System > Certificates and that did the trick.
Deleting the servermgrd certificate in Keychain Access > System > Certificates worked for me as well.
It was the only one I had to delete.
Tried to delete mentioned keys and still get the same error on login to set up or modify server settings. Afraid to delete too many keys as could make logging into system difficult.
