Close All Open Apps... Perform a Reset... Try again...
Reset ( No Data will be Lost )
Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.

btw, I was surprised to see the number of apps that came up when I did the 'cancel all open apps' thing. I had thought they would go away when I switched off and on again, but there was a long list going back weeks ? months? Is there a way to unload all at once?

Not sure what you mean by this...
But the onus is on the user to clear the Task Bar...
