can't restore

Trying to update my iPhone 4s, and it's stuck in a loop. On my phone I have the iTunes with the cable plugging into it. I hit restore on itunes 11.0.0.163, it says restore and update. It downloads the update, then does nothing. I 'm using Windows 7.
