no, you just need enough of a data plan that you wont go over.
on your ipad, go to settings>cellular>view account>
youll have a log in which will be your login info for your carrier, then you'll just review your data plan and press ok.
Depends on if your carrier supports the Personal Hotspot feature in iOS. I bought a cellular data version of the iPad but normally just tether it to my iPhone with this feature. I only chose the cellular version since it has the GPS chips and I have the option of adding a different sim card when traveling. I'm hoping to use a different sim card for the country I'm in to limit roaming charges. But aside from these 2 points I can't imagine getting a cellular iPad if your iPhone and cell plan are capable of creating a hotspot.

I guess I don't know that for sure since Cellular not an option in settings. (iPad won as a door prize.)
Do have option to add aps from the app store, but cannot get them to open.
2 different issues here.
The Internet ion Wifi is one, the Cellular connection is another.
The Internet on Wifi works off the Wifi router you are connecting to, so make sure other devices can connect to it and have internet through it. You can check in the iPad in Settings->Wifi tap the blue arrow next to the networks name to get its details. f the Ip being given starts with 169, then there's an issue with the router.
As for the Hotspot option, it should be on your Phone not your iPad. The Phone will create either a Wifi hotspot just like a standard Wifi router, or a Bluetooth connection to share its own Internet access.
ok but using a hotspot and using an ipad capable of cellular is different. If it were that simple everyone would just by wi-fi only ipads and not wi fi + cellular.
Some people dont want to have to deal with hot spots, thats why people fork over the extra $$ for cellular on the ipad.
Some people don't want to run the battery down on their iPhone.
If I have a Wi-Fi iPod, how can I connect to web?
Find a Wifi network to connect to like you would if you were using a laptop.
Settings->Wifi Switch Wifi on, and look for a network youn know. If at home, use the one your computer connects to.
If the network requires a password it will be requested.
