why is the option to insert footnotes not available in some pages documents?

Sorry, I'm not sure what you mean posting all over the place, this is the first time I have ever posted something?
You can only use footnotes in the word processing documents text layer.
There have just been two other posts under the name afrostie on the same subject, that isn't you?
