Want to buy a new ipod nano bot my old 15 inch Powerbook is way out of spec, so was wondering whether I can syn the new iPad nano version 7 with iPad V3

No. You can't sync an iPod with an iPad. You can download much of your purchased content again for free (if you use the same Apple ID) - not sure exactly what the Nano can hold other than music. But you can read about downloading past purchases here.
