That is only a feature of iOS 5 or later...

No, you will need to connect the iPad to a computer running iTunes in order to upgrade the operating system. iTunes on the iPad is not the same application as iTunes on a computer. After you have upgraded this time, you will be able update on the iPad itself, but not until then.
If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.0.1. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily. Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).

Hello. On the same subject, is IOS 6 in better shape now? I know they updated the update a little just recently. Is maps and all the other "bugs" fixed? I bought an iPad 3 and I want to run Siri and I think I ned to update the OS for that. Should I? Can I back off to IOS 5 if it doesn't work perfectly. Thanks
The most recent version of iOS is 6.0.1. I have no complaints with it. Working fine for me. Yes, you will need to update to run Siri. No, you can't back out once you update.
I haven't had any issues with the Maps app (both here at home and abroad), but some are reporting issues. From what I have heard it is a data, not an app, issue. But there are other map apps and sites available.
