How do you register your Apple ID without a credit card?

You in order to get the "None" or No credit card option when registrating an Apple ID, you must set up the device. So I reset the device and it worked fine.

As we are fellow users here on these user-to-user forums (you're not talking to iTunes Support nor Apple) I've asked the hosts to remove your email address from your post (it's not a good idea to post it on any public forum, unless you like spam emails).
Click on the link in degree's reply for how to create a new account without giving credit card details. If you don't use those instructions you will have to enter credit card details before you can use the account to download any item from the store - you should get the 'none' option after entering the card and be able to remove it.
