iPhone and Exchange only syncing in on direction

New contacts created in Exchange (Outlook) will sync to my iPhone, but new contacts created on my iPhone will not sync to Eachange (Outlook). I've verified that the default contact account is set to my Exchange account on my iPhone. Any ideas?
