can I reset my i pad and start over with the settings?

Settings > General > Reset > Erase All Content and Settings will wipe everything out.

If you do this, can you setup your iPad again with the original ID you just wiped? If not, can you get stuff such as Apps and music onto the reset pad that were purchased under the old ID?

Yes, you can set it all up again with the same Apple ID from scratch.
