my iphone was stolen 2 weeks ago and I erased it through find my iphone. Does that makes it useless for its new user??? is there any way to track it ???

No. They can restore it and use it as their own.

What happens if this guy goes online again, will we be able to track him with the find my iphone app? SInce every phone has a unique IMEI, couldn't we track him?
No.
apple let's us erase all the content on our lost/stolen phone via findmyiphone app, moreover have the additional option to allow us to render the phone useless once that's done

You cannot now track the iPhone since you issued the erase command which removes the Find My iPhone settings long with everything else. The cell carrier could track by the IMEI, but will generally do so only in a case of an emergency request from authorized law enforcement or with a court order. And the IMEI can be spoofed in any case, so even the carrier could not guarantee accurate tracking.
