I just created an ibook using iauthor. I've published it to the ibooks store, but it is only available for download on iPads. No one can download it on their iPhones or iPod touches. How do I convert it and publish it to a format that will work?

You can't. Apple have restricted the .ibooks file type to only display on an ipad or ipad Mini.
If you think about it, it's not hard to see why.
Just think screen size, impact on widgets and workflow for readers created in the .ibooks format.

But you can download the iBooks on an iPhone. So you just can't download books on that app? Are they available to read on any computer as long as you have iTunes? Or are you only allowed to download them, but not read them?
Yes and no - depends on the file format of the 'book'.
The iBooks app can be download on iPhone, iPod touch, ipad and ipad mini - true.
File support with this app differs though, depending on device:
iPhone and iPod touch - ePub, PDF
Ipad and ipad mini - ePub, PDF, ibooks
If you really want people to read your book on an iPhone or iPod touch, then the ibooks format is not for you. Use Pages for example to create ePub, or export a PDF from iBA - that way you can still get the formatting/desktop publishing layout etc.

A book that works in iBooks on both iPhone and iPad was not made using iBooks Author.
It was made with whatever that outputs a 'standard' epub file, such as Pages or InDesign.
iBooks Author outputs a 'hybrid' epub of Apple's creation and only works on iBooks on iPad.
