how can i fix "voicemail unavailable" on iphone 4?

I have an iphone 4. When I am trying to change my greeting I get a "voicemail unavailable" message. How can I fix this? Thanks.

iPhone 4, iOS 6.0.1

contact your cell phone provider as voicemail is a carrier feature.

Are you with AT&T. I just read a few posts back there is a voicemail issue right now. Not sure if that is what is causing your problem, but it is possible.
