Why does my iCal version 4.0.4 not properly show times and dates?

My iCal version 4.0.4 on Macbook Pro version 10.6.8 does not properly show times and dates.

On the week view,

- the top headings show: "monday 26, 2012" on every date.

- the left side headings show: "sat" instead of the time increments

Each event and entry the time reflected is always "01:45pm".

I cannot input events because the options for dates and times are not given.

Has anyone encountered this? What can be done?
