Is FaceTime still free of charge if you have unlimited data from you iPhone to another?

When you use facetime on your iPhone, I know that it is free if it is done by wifi both ways, but if you facetime another iPhone with your normal Internet on (which I have unlimited data) will I get charged? Or will it still be free? How about if the other person has unlimited data too? Please help!!!
