Did you request to have it unlocked by the carrier?
There are 2 ways to find out:
1. Put in SIMs from different carriers and see if it works.
2. Call Apple support and ask.
An iPhone is unlocked if Apple's master database says its unlocked. As no one but Apple has access to that database anyone who claims to be able to tell you if the phone is unlocked is lying.
