Q: why can't I locate my ipad using icloud?

I can turn on the alarm remotely from a PC but it can't locate the iPad.

possibly the Wifi network its connected to does not provide a geolocation for it. While it can be communicated with, it can't be precisely located.

Is location services on?
Does the iPad locate itself in the Maps app?
Do you have a wifi only iPad?

Thank you for the responses. I'm not sure what changed but today Find My iPad was able to locate the iPad. I don't believe I changed anything. Yesterday it had good wifi connectivity. It could locate itself on a map app and I was able to sent an alarm to the iPad but it couldn't be located from my PC. Today everything works.
