Settings - Hotspot = On.

Does your cellular provider have a Hotspot (tethering) option?
Have you subscribed to a tethering plan?

That's what I'm trying to go I called and went on the web bit couldn't figure how to subscribe to it

You will need to contact your cellular provider to determine if they offer a tethering plan, if you have subscribed to the plan and if it is properly provisioned.
