What happens when you plug it into a USB port?
You can't put it in an internal drive bay without extensive custom modifications to your Mac Pro.

Try the following Terminal command:
sudo nvram boot-args=”mbasd=1″

You can't. Apple's USB DVD drive draws more power than the USB port allows. Apple's current range of computers allow devices to draw more amperage than the USB specification allows. Your MacPro does not.
