How can i export my very important voice memos to computer?
I have just reinstalled Windows, so iTunes doesn't see them and asks me to delete all music and voice memo to sync.

Make sure you have authorized iTunes to play content from that device. Then it should sync ok.
I may sync at any time, but it says that at first all my memos will be deleted from iPhone
Did you back them up? Right click on the device in iTunes then choose backup. Then you should be able to sync and restore them from backup.
If you reinstalled Windows, then as far as the iPhone is concerned you're connecting to a new iTunes library in which case all content will indeed be deleted if you allow the iPhone to sync. I don't know of a way to transfer voice memos other than during the sync process, so you may need to email them to yourself before you then set up your iPhone to sync again.
This used to the be process, though it may have changed with various updates to iOS:
1. From the voice memo screen click the silver button in the lower right corner. This will take you to a list of your voice memos.
2. Select the voice memo you want to share and press the large blue Share button at the bottom right of the screen.
3. Select Email and send to the appropriate email address.

Trying it right now
Unfortunately this is not my case. The memos are important and veeeeery long. I will spend hours sending 8-minutes lenght memos via mail, and who knows how will i have to reunify them
If you authorize that device again it will transfer them, As the other poster said when you reinstalled windows it iTunes thinks it's a new computer. You have to authorize it again. Then you can sync your memos

Hate these Applers. Why are they torturing us? The sync indeed hasn't deleted anything, it prefered only to threaten.
I used Google Touch Copy software I found recommended by another user. It worked like a charm. There is a free and paid version of the software.
