Why does Do Not Disturb allow calls from numbers it is set to block?

With Do Not Disturb set to only allow calls from Favorites and it turned on with the time setting, calls are NOT blocked. They ring through anyway even though the "multiple calls from same number" and they numbers are either not in Favorites or even in my contact list. It makes Do Not Disturb WORTHLESS. Any ideas?

iPhone 5, iOS 6.0.2
