Yes I might be venting but... I read about the new Java update and what it does to Chrome and personally experienced a negative impact from upgrading my 4S to IOS6 -NO GOOGLE MAPS APP?????? So I am leery of any updates coming from Apple. Has anyone done this latest "carrier update" and had a negative experience?

Carrier updates are from your service provider. You need to do these updates.

You can get Google Maps app from the app store.

Google maps is now available in the app store and the carrier update that your refering to was for cell data usage while on wifi. It is perfectly fine to do the update. No issues that i had from that update.
