can i play ipad apps on my computer screen

If i was to wire my ipad 3 up to my computer screen directly using an VGA cable would the screen on my ipad also show up on the pc screen. Would i also be able to play apps that i downloaded of itunes such as racing games or arcade games. If so would i still be able to control the games from my ipad. thanks for all your help.
