I have home sharing on both on the computer(wireless) and Apple TV device. When I try to access my library the Apple TV device is asking to turn home sharing, even if it is turned on??

Is your computer on and running iTunes?
This used to work for me but doesn't now since I downloaded the latest upgrade but turn HomeSharing on your computeR OFF and then turn it ON again. If that doesn't work, you are now where I'm at.
Note that you are responding to a thread from 9 months ago. If it's not detecting your iTunes library then something within the network is blocking the connection
