I deleted my Instagram app because it froze so I was just going to download it again. I downloaded an app earlier today and had no problems. I went to go re download Instagram app and wouldn't let me. Said payment method declined. I'm confused because Instagram is a free app.

Close All Open Apps... Sign Out of your Account... Perform a Reset... Try again...
Reset ( No Data will be Lost )
Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.
