I want to perform two actions at once in an automator applcation, specifically Speak Text and Run AppleScript. I can only figure out how to run one after another. Is there a way to have text spoken as a script is run?

Automator will only run one action after another, but you can run multiple workflows at the same time - split up your workflow, then use the Run Workflow action to run them without waiting. You can also use Xcode/Cocoa-AppleScript or a shell script to speak while the rest of the script is running.
