My sisters ipad is frozen on lock screen...we held button down for 30seconds and still is frozen

Try a reset:

Hold the Sleep and Home button down for about 10 second until you see the Apple logo.

Did you hold just the button, or both the home button and the sleep button ? If just the one button then try holding both for about 15 seconds.
