Got my icloud all set up, how can I activate it

my icloud account is set up on my iphone 4 S, I followed instructions sent to me on e-mail, but never found the apple system it told me to go to in settings. How do I activate my mail on my iphone?

Settings>iCloud, be sure it's turned on (have you entered the Apple ID for the icloud account?).

Then in Settings>Mail, Contacts... Go into the mail section and add a new email account (use the icloud account for this).
