Adjusting tempo of individual track separate from project tempo???

Anybody know how to adjust the tempo of an individual track [software instrument or audio] separate from adjusting the tempo of the entire project?

For software instruments, I've tried opening the piano roll and accessing the transform option, but, does it allow you to set a variable tempo? I just see halving and doubling tempo within the given options. Also, I've tried right clicking the software instrument region I am trying to adjust the tempo with but didn't find any options.
