Your ipod cannot use apps that require 4.3 or higher as your ipod can only run ios 4.2.1
my niece has the same one and she has facebook on hers but it wont let me put it on mine
Which most likely means she has an older (compatible) version of Facebook, that is no longer available on the App Store.

Facebook has updated their app so that it only works on ios 4.3 or later.
Your niece has not updated her facebook app so it still works.
this is not good why do i find articles saying i can update to 4.3 and ti wont let me i dont understand
A 2nd generation iPod Touch can not be upgraded to iOS 4.3. iOS 4.2.1 is the highest possible.
What articles do you find that say that?

i was looking on the web and i came across a page and its was telling me what the update would do and wouldnt do

No. You can only download apps among your own devices. And still, you cannot download a version that is incompatible with your iPod.
You can't update. You can't download Facebook. You need to go to http://facebook.com.
