No Safari option in iCloud preferences on my Mac

I'm using iCloud between my MacBook Pro (running OS 10.7.5) and iPhone 4s (OS 6.0.1) but can't seem to get the Safari tabs to work.

Basically, on my mac, there is no Safari option at all when I go to iCloud system preferences. There is a Bookmarks option with a Safari icon, which successfully syncs my bookmarks between my iphone and mac, but nothing to turn on icloud tabs. Also can't see any icloud tabs button next to the address bar in Safari on my Mac (also checked the customize toolbar option – nothing there either).

On my phone, there is a folder called iCloud Tabs inside the Bookmarks folder, but it only says "iCloud automatically shows all the open tabs...."

I've tried turning off the Safari option in iCloud preferences on my phone, but that didn't change anything.

Syncing Safari tabs only works with Mac OS X 10.8 Mountain Lion or later.
