i face this problem on my iPhone 3gs & i test all of these steps but i just still have the problem,
is there any way that i can downgrade my iPhone to ios 5.1

Your phone was probably jailbroken or hacked to unlock it. If that's the case, we can't help you.
I just purchase it from a store & its actually packed..
Also at first i reset it by itunes & then choose to update it.
Isn't reseting my device reverse the jailbreak season??
No. It is not alwas possible to reverse the damage done by jailbreaking.
