photostream not downloading on pc

I have 2 pcs. My photostream pictures used to update to both pcs just fine. now, after having my old iphone replaced the photostream does not update on one of my computers despite the icloud control panel photostream setting checked on. That being said, the "Option" button next to the Photostream Setting cannot be clicked.
