My iPhone wont activate

I've got a 3GS and I just updated to the latest iOS and it won't activate. It says "Activation request could not be completed. If the problem persists, please contact the customer care". I've seem to lost my photos, apps, etc too! Please help. I've never jailbroken or done anything like that before.
