i cannot reset my ipod. voice command is stuck on and will not let me use the touch screen

everything thing i try the voice tells me what i am doing and what i am pressing but it will not let me operate the ipod. the touch screen is very slow and does not always work properly. i have tried to reset by holding down the button and on/off button for ten seconds but still does not reset back to factory settings.
