Fcpx does not have any decent masks but motion has the bezier tool, so I was wondering if there was a way to put that tool into Final Cut Pro X as an effect. Could someone help

No I don't think you are doing anything wrong. One of the limitations in publishing a mask as an effect is you can not change the shape. You can publish the control points animation if you keyframe an animation in motion, but not change individual control points to change the shape. To do what you want requires a third party effect. Check Alex Gollner's www.alex4d.com site for free FCPX effects. Specifically compositing effects, mask+. That should meet your needs.
