Here's Apple's FaceTime troubleshooting for iOS article:
My guess is you should make sure you have a really good WiFi connection. That's the most likely problem source, as far as I know. But the article is a good guide.

Like the article says, are you using "router, firewall, or security software that restricts Internet access?" If so, verify that the ports documented in Using FaceTime behind a Firewall are open.
