after updating my iphone 3gs and got the ios6.1 its not being activated !... what can i do ?

i used to have the version IOS 4.0 ... then downloaded and updated the iphoneto the version IOS 6.1 from the itunes then after restoring my iphone and started to set up it didnt continue and not being activated

help me please ?
