How exactly did you make that determination? What happens when you try to activate it?
I unlocked my iPhone 3GS (originally locked to AT&T) by IMEI process, but now using another Carrier SIM card (TIM Brazil), the iTunes always said "Sorry, we are unable to activate your phone at this time" Try again later or contact Apple customer support.
Please define "unlocked by IMEI process". Did you have it unlocked by AT&T, or by someone else?

ONLY the carrier the phone is locked to can legitimately authorize unlocking an iPhone.
Your phone was hacked. Not legitimately unlocked.
You can not get help here.
Try google or buy a new, legitimately unlocked iPhone that you can use.
