Try this first - Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

This works for some users. Not sure why.

Go to Settings>General>Date and Time> Set Automatically>Off. Set the date ahead by about a year. Then see if you can connect to the store.

 Cheers, Tom 😉

My son complained that he was unable to connect to iTunes which resulted in an error 'cant connect to iTunes' and in addition certificate errors, some web sites unable to load.

I Found the date/time was incorrect. It was about 10 days off and in the past. I manually went into the settings updated the date/time to the current one and everything started to work again. See sometimes it's the most obvious or simple issue but we all tend to overthink things.
