And in case you need to know what the "time-out" error means, it means that either (1) your internet connection is not strong enough to allow your computer to load the page within the browser's time-out time-limit or (2) the server on which the website is located is too bogged down to send the necessary info to your computer within the browser's set time-out time-limit.

I just thought I would share in case the context helps solve the same problem in other scenarios.

How does one "clear a cache"?

I hit the back button from the session timeout page to go back to the reset password form. It worked then. Maybe just a fluke but worth a try.

In Safari on a Mac, click on Safari menu > Preferences... > Advanced tab > Check: Show Develop menu in menu bar > Close Preferences pane. Click on Develop menu > Empty Caches.

Somehow the web site that resets the password is using an expired session from previous attempts LOL

This was driving me crazy until I cleared the %!@# cache.
