Can I buy iphone 4s sitting home and pay cash on delivery?

I want to buy Iphone 4s directly from apple. I live in Pakistan and want delivery at home. In addition I wish to pay payment on the time of delivery. If it is possible or anyone can suggest any better alternative then please do give answers.
