My Apple TV is stuck in a zoom in picture. I've resarted and restored but nothing seems to be working.

I've done all that. I've been using this Apple TV for about a year and a half without problem, I paused a movie last week, it went to the screen saver and when I went to play the movie again it was in the streched screen.
I just had the same problem and after a search on here I found this posted in a reply and it fixed mine, "Is it the zoom feature? On my 4th gen Apple TV you can triple click the touch area to enter or exit zoom."
UPDATE: it isn't "triple click", you have to double tap the touch surface on the Siri remote, just touch it don't click it
Check your TV zoom and aspect ratio settings - AppleTV has none.
Also try changing AppleTV output resolution to see if you can get a compatible mode.
You are responding to a thread from over 4 years ago, way before the 4th gen was released.
