I cannot find the contact app like I have on my Iphone. How do you add a contact for a Itouch 5th generation?

Tap the + button to add a contact. iCloud contacts must be on to add a contact. Go to Settings>iCloud and turn Contacts ON.

You go to search ipod and you type contact and you tap the app and you should work

The app is still called "Contacts". Search for it with Spotlight.
