so I did this but when I tried to drag it over I got the circle with the line through it and it would not allow the transfer to begin, any ideas on what I did wrong or what setting is wrong?

I followed the steps on backing up itunes library to external hard drive however when I went to drag and drop I was not allowed to do so, I got a circle with a line through it, any ideas on where i went wrong?
