'other' data won't go away even after restore

I can't seem to get rid of the 'other' data or whatever off my ipod touch. It is a 4th generation iPod touch. I tried a full restore back to factory settings because I had like 2.2gb of 'other'... now i have an ipod with nothing, no music, apps or anything and I STILL have 432 mb of 'other'. How can I make this go away???
