How do i skip the credit card step in the Review part of making an apple ID?

i do not have a credit card but i somehow have an apple ID.

however i can't use the account at all, even to download free apps, because my account hasn't been 'reviewed'

and i cant review it without a credit card.

i can't make a new account or delete this current one.

is there any way to make my current account 'free' and just skip this review credit card step?
