Voice over kit won't install because "user could not be authenticated." Why does it say this?

I click the box for the Voice Over Kit and I tells me put in my apple ID and stuff. I put it my information,I'm sure that my information is correct, it says the "user could not be authenticated." I have already tired restoring my 4th generation shuffle. I lost on what to do know or how to go about getting it installed.
