How do I access Icloud with my apple ID?

I don't have any other Apple devices. I'm trying to access iCloud because I wanted to use the Cloud computing services, is it possible so? To save my files on cloud via iCloud?
To store files, I recommend Dropbox instead of iCloud. iCloud was designed as a sync service between iPhones, iPads, iPods touch and Macs. You need an iPhone, iPad, iPod touch or Mac to use iCloud

I've just downloaded icloud on my PC. When I try to log in with my Apple ID it says that 'this apple id is valid but not an icloud account'?
